The Carnegie Institution for Science is a U.S.- based non-profit, private institution headquartered in Washington, D.C. We have an exciting new opportunity for a Federal Relations Manager in our Washington, D.C. office working under the guidance of the Science Deputy. The Federal Relations Manager is responsible for building relationships with key federal agencies to support Carnegie’s research agenda through regular meetings with constituents both within Carnegie and at the federal agencies. As such, this individual must demonstrate strong relationship building and communication capabilities with the ability to articulate technical, sometimes complex scientific objectives. ➢ Build relationships with key federal agencies that support Carnegie’s research portfolio by meeting regularly with constituents at Carnegie and the federal agencies. Keep leadership informed on funding opportunities and communicate with Carnegie principal investigators regularly on opportunities and requirements.
➢ Collaborate with the President, Science Deputy, COO and Division Directors to support Carnegie’s programmatic goals and communicate federal funding objectives to the community.
➢ Monitor industry trends and national initiatives to identify areas of overlap with Carnegie’s scientific objectives.
➢ Identify and disseminate federal research opportunities to research staff to encourage proposal submissions.
➢ Maintaining a research opportunities website in partnership with the Carnegie Communications group to provide essential resources for scientific staff.
➢ Coordinate reporting of federal award dollars in collaboration with the Office of Sponsored Program. Maintains data as per federal and agency requirements, funding dashboards and pipeline activity to support data analysis and reporting.
➢ Provide guidance for proposal development in collaboration with Divisional Grants Administrators and the Office of Sponsored Programs.

Minimum Qualifications:

  • Bachelor’s degree in science, public relations, business or a related field
  • 5-7 years of experience related to research grants from federal agencies (NSF, DOE, NIH, NASA, DOD, etc.)
  • Extensive knowledge of the Uniform Guidance, export control regulations, and compliance-related responsibilities including IRB processes and conflict of interest in research
  • Experience working in a research institution or academic setting and building collaborative relationships with scientific staff

Preferred Qualifications:

  • Master’s degree in science, public relations, business or a related field
  • Experience with research supported programs, higher education research administration, sponsored projects/grants administration
  • Experience with grants management technology and creation of sponsored programs dashboard metrics

Knowledge/Skills/Abilities:

  • Knowledge of the principles and practices of governmental organization and administration, intergovernmental relations, grant administration, and the legislative process
  • High degree of professionalism and the ability to deal with all levels of government and industry in an expeditious and diplomatic manner
  • Able to work under pressure and meet time-sensitive deadlines
  • Able to establish and maintain robust, cooperative, and effective working relationships with others
